Is it possible that as the pllanet cooled water would stil be at the poles in a frozen state then further cooling gives the co2 ice on top ?

Hi Adrian!
Sure, it's possible. Mars has quite some water ice just underneath the top layer of its surface northward of appr. 60 deg latitude. Also, most of northern polar cap is made up by water ice.
