If this was originally a dry mud/salt pan type surface with small surface cracks where the spidery bits are now then then the standard model of how the spiders form would give you this. How the original feature forms might be more of a challenge and there doesn't have to be water involved but the comparison is used to cinvey the idea of the type of surface I'm envisaging
