Looks like snow!

What is the white stuff on top of these features? Looks like snow on a mountain top. Is it frozen Co2

Absolutely right, it is frozen CO2 😃

How does it collect on the top of the ridges?

Actually those blue looking wiggly lines are not ridges, they are channels. Still, I do not have an answer why CO2 frost collected (or actually rather did not sublimed) on the place it did. I guess, it's rather random process.

It seems to me, especially from the snow and the shadows, that the land is raised here? Almost like valleys of places like Mongolia? Strikingly Earth-like.

There is some other topography apart from bright lines - I do not know which parts are raised and what are shadows. It all depends on where from the solar light comes and local dust distribution. I know for sure that small whitish lines are channels. We have elevation maps for the same features in nearby areas.
